Personnel organizations
The personnel organizations in the norwegian forces
About 95 percent of personnel employed in the armed forces are members of
one or several government employee or officers associations, which is a very
high rate of membership. The members are divided in to approximately 30
independent associations. About 20 of them organize very few employees in the
armed forces, mostly people with an academic background .
The objective of the personnel organizations is to attend to the
professional, economic and social interests of their members. An added objective is the promotion of support for the armed forces among the norwegian people.
The following is a brief description of the seven largest organizations:
Military officers organizations:
"The military officers association" (bfo) is an affiliate
of the confederation of vocational unions (ys).
bfo is the largest military officers association and organizes all
categories of officers in the three military branches and the home guard.
"The norwegian officers union" (nof) is an affiliate of
the norwegian federation of trade unions (lo).
nof organizes officers and students on all levels in the three military
branches and the home guard.
"The union of academy trained officers" (kol), an
affiliate of the federation of norwegian professional associations (af),
includes military academy graduates in all the three military branches, plus the home guard.
Government employee organizations civilian personnel in the defence sector:
"Norwegian civil service union" (ntl) is an affiliate of
the norwegian federation of state employee unions and the federation of trade
unions.
NTL includes all categories of civilian personnel in the defence
establishment and the state canteens.
"The national defence civil servants organization" (fstl)
is an affiliate of the confederation of vocational
unions. Fstl includes all categories of civilian and military personnel in
the defence establishment and statens kantiner (the state canteen service).
"The norwegian united federation of trade unions"
(fellesforbundet) is an affiliate of the norwegian federation of trade unions
(lo).
The norwegian united federation of trade unions organizes all civilian
skilled and unskilled workers at the technical facilities of the armed forces
and negotiates its own contracts and salaries directly with the ministry of
defence.
"The federation of norwegian professional associations" (af)
is a federation of 36 associations, organizing members with higher education.
The member associations can be divided into several groups of common interests;
from the health, educational, technical and economic sector.
The personnel organizations right to negotiate
The directorate of personnel, ys and af negotiate general contracts and
salaries for all government employees.
The officers and the government employees organizations negotiate with the
ministry of defence about supplementary salaries, working hours, etc., That
applies especially to the defence establishment.
according to the main agreement for government employees, the officers and
government employee organizations and their representatives have a right to
interact in a number of cases important to personnel service and
working conditions.
The personnel organizations in the defence establishment are subject to the
same labour legislation that applies to other activities in the state and
elsewhere.
