The Royal Norwegian Ministry of Defence is the highest Norwegian defence procurement authority. Direct responsibility for the Materiel Commands is, however, delegated to the Chief of Defence.

Within the Ministry of Defence, it is the Department of Defence Resources

(MOD IV) that is responsible for the administration of procurement activities and the running of defence establishments and equipment. This covers:

  • The management of defence equipment throughout its life cycle from initial concept to final disposal. This entails overall responsibility for defence equipment planning including coordination and follow-up of acquisition projects and management of defence-related R&D.
  • The conclusion and follow-up of international defence equipment cooperation agreements in NATO and WEAG as well as bilateral defence equipment agreements.

Responsibility for handling financial and industrial aspects of defence equipment procurement including industrial agreements and support for Norwegian industry's marketing of defence equipment.

  • Preparation and revision of service regulations for the Armed Forces, Class 7, including the regulations governing defence procurement (BAF).
  • Ensuring that the Armed Forces, in their procurement activities, comply with Norway's trade commitments (GPA, EU/EEA, WEAG).
