NORWEGIAN DEFENCE RESEARCH ESTABLISHMENT (FFI) is responsible to the Ministry of Defence.

The Norwegian Defence Research Establishment is the organisation principally responsible for defence-related research in Norway. The Establishment's main tasks include:

  • To carry out research and development on behalf of the Norwegian Armed Forces.
  • To keep the political and military leadership informed with regard to developments in technology relevant to defence and security policy.
  • To provide analytical support for long-term defence planning.
  • To assist the Armed Forces in the choice and development of defence materiel.

In defence equipment projects, emphasis is placed on the development of new concepts capable of meeting military needs within budgetary constraints. In the concept phase FFI works closely with the operational elements of the Armed Forces.

Concept studies and the development and testing of prototypes represent about 60% of FFI's activities. Development projects are usually carried out in collaboration with one or more commercial companies. Such collaboration enhances NDRE's own resources and expertise in the area of production technology as well as facilitating a realistic appraisal of market conditions.

Experience shows that active participation by companies with an interest in the product is important to the success of a project.
