All EU/EEA countries accept the COVID-19 certificate for travel

Once the Regulation governing the EU Digital COVID Certificate (EUDCC) enters into effect today, 1 July, all EU/EEA countries will be under an obligation to accept the COVID-19 certificate as proof of recovery from COVID-19, vaccination, or a negative test result in connection with travel. The COVID-19 certificate must be connected to the EUDCC gateway.

On 5 July, the Norwegian Ministry of Foreign Affairs is revoking the guidance that advises against all travel that is not strictly necessary to countries in the EEA/Schengen area and the UK.
People who are fully vaccinated (see expandable fact box) or who have recovered from COVID-19 in the past 6 months, and who can document this with a verifiable COVID-19 certificate that is connected to the EUDCC gateway, will be able to enter Norway freely, regardless of which country they are travelling from.
These people are exempt from the duty to quarantine, testing prior to arrival, testing at the border, and the requirement of entry registration.
People who have only received one dose of the vaccine must quarantine if they come from a red or dark red country.

Fully vaccinated
- People who have received 2 doses of the vaccine, effective at least 1 week after the final dose.
- People who have received a single-dose vaccine (Janssen), effective 3 weeks after vaccination.
- People who have recovered from COVID-19 and received 1 dose of the vaccine at least 1 week ago. The vaccine must have been administered at least 3 weeks after the date of the positive test result.
- People who have received their first vaccine dose, and have received a positive test result at least 3 weeks after vaccination. They will be fully vaccinated once they have come out of isolation.
