France and Norway step up defence cooperation

French Defence Minister Sébastien Lecornu visited Norway on 16 January. During the visit, Norway and France signed a letter of intent on closer defence cooperation. ‘France is an important ally. We want to expand and strengthen the defence and security policy cooperation with France,’ says Minister of Defence Bjørn Arild Gram (Sp).
The visit began with a ceremony with His Majesty the King's Guard at Akershus Fortress, followed by talks between the two defence ministers and subsequent meetings with the Norwegian and French defence industries. This is Lecornu's first visit to Norway as Minister of Defence.
‘France is one of our allied partners that sails, exercises and trains the most in our neighbouring areas. The country also plays an important role in the defence of Ukraine's and in the strengthening of NATO's defence capabilities. Our common interests are many and broad, and we have a strong mutual interest in further developing our co-operation,’ says Gram.
Common understanding and interests in the High North
The letter of intent signed by the ministers represents a milestone in strengthening defence cooperation between Norway and France. The countries emphasise their common strategic understanding of global security threats and the importance of maintaining situational awareness and presence in the High North. The understanding also paves the way for enhanced co-operation on exercises and training in Norway.
France and Norway will also strengthen their co-operation on hybrid threats, especially when it comes to the protection of critical infrastructure, such as submarine cables and energy supply lines.
‘I believe this visit and the letter of intent is the start of even closer co-operation with France in several areas, such as maritime surveillance in the north and joint exercise activities,’ says Gram.
Dialogue on closer industrial cooperation
Talks on enhanced defence materiel cooperation held a central position during the visit. Lecornu received an introduction to the HUGIN underwater drone from Kongsberg. Both Norway and France will be investing heavily in defence materiel. France is one of the countries competing to supply frigates to the Norwegian Navy.
