Statement held at press briefing on the situation in Russia.

The situation in Russia is dramatic and rapidly evolving. The Norwegian authorities are monitoring the developments taking place very closely.
This is an armed rebellion.

We are in close contact with our diplomatic missions in Russia and with the authorities of like-minded countries to obtain the best possible picture and overview of the situation.

We have long been aware that the war in Ukraine could lead to a sudden shift and instability in Russia.
While we were not expecting this to happen now, it is no surprise that something like this could occur.

The Wagner Group is a private military company employing mercenaries. Until now it has fought on Russia’s side in the war in Ukraine.
The company has also carried out military operations in a number of other countries.

It is too early to say anything about the implications of today’s events for the group’s operations in Ukraine.
The situation is now affecting Russian civilians. The Russian authorities also bear a heavy responsibility to protect civilians.

Let me make this very clear: The present events in Russia in no way affect Norway’s support to Ukraine. There is nothing to suggest that the threat to Ukraine has diminished. Ukraine will continue to be in need of extensive support going forward.

Russia started the war in Ukraine and can choose to end it at any time.

Regarding Norwegians in Russia
Slightly more than 100 individuals from Norway have been registered as being present in Russia this week and next week. The actual number may be somewhat higher, since registration on the travel information portal is voluntary. The number of individuals registered on the portal has doubled in the course of today.

So far, we have not received any requests for assistance from Norwegian citizens or individuals with a valid residence permit in Norway who are in Russia.

We continue to encourage Norwegian citizens and individuals holding a valid Norwegian residence permit to register on the travel information portal www.reiseregistrering.no.
The travel advice that has been issued remains in effect: The Ministry of Foreign Affairs advises against all travel to Russia. Norwegian citizens in Russia are urged to stay where they are and to follow the advice issued by the local authorities.

The Ministry of Foreign Affairs is taking every step possible to stay apprised of the situation.
We are working around the clock to follow and address the developments.
I am in close dialogue with our allies on the situation.
Today I have been in telephone consultations with other Nordic foreign ministers.

In addition, our diplomatic and consular missions and other ministry services are working to collect as much information as possible.
Beyond that, I do not wish to speculate about the events now unfolding in Russia.
