The Norwegian Government’s position to the Critical Raw Materials Act (CRMA) and Net Zero Industry Act (NZIA)

On 16 March, the European Commission presented a proposal for a regulation on the Critical Raw Materials Act (CRMA) and the Net Zero Industry Act (NZIA), following up the Green Deal Industrial Plan for a Net-Zero Age from February 2023. The proposals are intended to contribute to increased security of supply and robustness in the EU's energy system, by strengthening the industrial ecosystem that makes this possible.
The Norwegian Government has assessed the proposals and developed Norwegian positions for CRMA and NZIA. As a background for the assessment, the Ministry of Trade, Industry and Fisheries has carried out a public consultation meeting, and received feedback and comments from a variety of private businesses and organisations.
These assessments are without prejudice to our subsequent consideration of the EEA relevance of the Regulation as adopted, as well as possible EEA-adaptations which would be necessary for the Regulation to be implemented into the EEA Agreement.
