The Norwegian Public Service Pension Fund (SPK)

The Norwegian Public Service Pension Fund (SPK) administers the mandatory occupational public pension scheme for state employees and for municipal and county municipal teachers.

Additionally, some independent state agencies and certain non-profit, religious, and labour organizations are members of SPK. These entities can opt out of SPK if they wish. SPK also administers occupational pension schemes for, among others, ministers, members of parliament, and pharmacies.

SPK provides old-age pension, disability pension, and survivor’s pension. SPK is a subordinate entity to the Ministry of Labour and Inclusion, but it also manages schemes that other ministries are responsible for. For example, SPK administers group life and occupational injury insurance, as well as the state housing loan scheme, which fall under the Ministry of Digitalisation and Public Governance. SPK was established in 1917 and has approximately 465 employees.
