Enova is a state enterprise owned by the Ministry of Climate and Environment. The purpose of Enova and the Climate and Energy Fund is to contribute to meeting Norway’s climate commitments and to promote effective climate and energy transition measures on the path to a low-emission society.
Enova SF was established in 2001 and is based in Trondheim. Enova’s activities are financed through the Climate and Energy Fund, which receives allocations from the national budget. The management of the fund's resources is assigned to Enova through multi-year agreements and annual letters of assignment. Enova operates under the principles of goal- and performance-based management and has significant professional autonomy in developing policy instruments and awarding support to individual projects.
On 1 January 2025, a new management agreement with Enova was established, covering the period 2025–2028. The agreement was formulated by the Ministry of Climate and Environment in collaboration with the Ministry of Energy.
