Cecilie Knibe Kroglund was appointed State Secretary in the Ministry of Transport on 3 February 2023.

Before being appointed State Secretary, Kroglund was the head of Lillesand Labour Party's city council group, and from 2009 to 2023, she worked as a senior adviser at Sørlandets Kompetansefond. In addition, she has worked with homeless people in Grimstad municipality and with settlement of refugees in Dovre and Lesja municipalities.

Since 2011, Kroglund has been a member of the chairmanship and municipal council in Lillesand municipality. She has been the head of Agder Labour Party since 2017, and she chaired the national Labour Party's committee for upbringing that same year. Kroglund is a member of the Labour Party's national board, and from 2017 to 2022, she was first deputy to the Storting for the Aust-Agder constituency.

Kroglund holds a master's degree in sociology from the University of Bergen and NTNU.
