MOPAN (the Multilateral Organisations Performance Assessment Network) is a network of nine likeminded countries that are cooperating to make annual reviews of multilateral organisations. The first MOPAN review was in 2003, and every year 3-4 organisations are reviewed in 8-10 countries. The review is based on perceptions of MOPAN countries’ embassies/country offices on how the organisations are functioning at country level, with a focus on partnerships. In 2006 the review included UNICEF, ILO and Asian Development Bank (ADB), which were reviewed in the following 10 countries: Nepal, Indonesia, Sri Lanka, Pakistan, Kenya, Burkina Faso, Uganda, Mosambik, Guatemala and Colombia. The findings of the review have been presented to the three organisations that have prepared written comments. Attached is the MOPAN Synthesis Report 2006 as well as the comments from UNICEF, ILO and ADB.
