In Need of a Better Framework for Success

An evaluation of the Norwegian participation in the EU 6th Framework Programme (2003–2006) and the first part of the EU 7th Framework Programme (2007–2008).

This report presents the main findings and recommendations from the evaluation of Norwegian participation in the 6th Framework Programme for research, technological development and demonstration activities of EU (FP6) implemented in the period 2003–2006, and the first two years of the 7th Framework Programme (2007–2008). The evaluation was undertaken by a team of researchers at NIFU STEP with assistance of three external researchers according to terms of reference in the contract with the Norwegian Ministry of Education and Research.
