Norway takes lead in establishing of Baltic air control system
State Secretary at the Norwegian Ministry of Defence, Oeystein Singsaas, participates today, June 6, at the inauguration of the Regional Air Surveillance Co-ordination Centre (RASCC) in Kaunas, Lithuania. As lead nation for the project Norway has co-ordinated contributions from the US and a number of European countries. Norway’s contribution has been 25 million NKr in the period 1997-2000. For following up tasks 8,5 million NKr will be spent in 2001.
Since the spring of 1997 Norway has been lead nation in the establishment of a regional air control and co-ordination system for the Baltic states. The aim of the project has been to enable the Baltic states to exert civil and military control of their national territories. Control and surveillance of national territory and border areas are important aspects of asserting of sovereignty. To reduce their costs Estonia, Latvia and Lithuania have decided on one regional air control and surveillance centre instead of three individual national centres. The centre will receive, integrate and distribute the air traffic information from the three countries. It will also be the primary focal point for air traffic information exchange by the Baltic states with the systems of neighbouring countries. The centre is located in Kaunas in Lithuania with local nodes in Estonia and Latvia. The national operation centres exercise national command and control.
The Norwegian Inspectorate of Control and Reporting has been chairing the technical subgroup. The work consisted of co-ordinating infrastructure work, radar installations, training etc. The project has promoted co-operation between The Baltic countries and Norwegian industry.
