On behalf of the Norwegian people, I want to extend my deepest condolences to the victims, their families and to the American people. We are deeply shocked and outraged by these terrorist attacks. I strongly condemn these attacks which are aimed not just at innocent people in the United States, but also targeted against the fundamental values cherished by all democratic countries. We must not allow terrorists to achieve their objective of undermining freedom and democracy. No effort must be spared to bring these criminals to justice.
