Preapproval for adoption of children from abroad is given today for a period of two years, with an opportunity to extend the preapproval period by one additional year (2+1 year). The waiting period in the child's country of origin, however, makes it unrealistic for many adoption applicants to complete an adoption within the two-year preapproval period.
The ministry has therefore decided that preapprovals will now be given for a period of three years, and with an opportunity to extend the period by one additional year (3+1 year).
For adoption applicants who are now within the two-year preapproval period, and who have not yet sought an extension, the Norwegian Directorate for Children, Youth and Family Affairs will now give a one-year extension of the preapproval without prior application. After expiration of the three-year period, a one-year extension may be applied for (3+1 year). Applicants who are already in the third year of preapproval may apply for an additional one-year extension (2+1+1 year).
The changes to the process took effect 1 July 2008. The ministry has asked for priority to be given to applications to extend adoption preapprovals.
