The Ministry of Foreign Affairs became aware this summer that the Director of Finance and Administration at the Centre for Humanitarian Dialgoue in Geneva is suspected of fraud. The HD Centre is a Geneva-based foundation that works with the prevention and resolution of conflict.
The Ministry of Foreign Affairs became aware this summer that the Director of Finance and Administration at the Centre for Humanitarian Dialgoue in Geneva is suspected of fraud. The HD Centre is a Geneva-based foundation that works with the prevention and resolution of conflict. The Ministry has cooperated with and provided financial support for the Centre for many years.
As a consequence of this suspicion of fraud, the Ministry cancelled all outstanding payments to the Centre with immediate effect pending further examination, in line with our internal guidelines for zero tolerance for corruption. The auditing firm KPMG, which was assigned to examine the matter, has estimated that NOK 24 million has been embezzled since 2004.
The Director of Finance and Administration, who has been dismissed, is currently under investigation by the Swiss police. The HD Centre has been informed that if it is established that Norwegian funds have been embezzled, repayment of these will be required.
