MOPAN (the Multilateral Organisations Performance Assessment Network) is a network of 11 likeminded countries (Austria, Canada, Denmark, Finland, France, Ireland, The Netherlands, Norway, Sweden, Switzerland, The United Kingdom) that are cooperating in making annual reviews of multilateral organisations. Every year 3-4 organisations are reviewed in 8-10 countries.
The review is based on perceptions by MOPAN countries’ embassies/country offices on the performance of the organisations at country level. The focus is on partnership behaviour towards national stakeholders in partner countries (government, civil society and private sector) and towards other international development agencies. For each country a Country Report is made, and all Country Reports are summarised in a Synthesis Report. The main conclusions are presented and discussed with the organisations at head quarter and country level, and they are furthermore included in the continous dialogue with the organisations on improvement of their efforts at country level.
The first MOPAN review was in 2003 and was started as a pilot, and since then annual reviews have been made, including the following organisations:
- 2003 – pilot study of the World Bank, WHO and UNICEF
- 2004 – UNDP, FAO and the African Development Bank (AfDB)
- 2005 – World Bank, UNFPA and UNAIDS
- 2006 – UNICEF, ILO and the Asian Development Bank (AsDB)
The 2007 MOPAN Survey covered: the UN Development Programme - UNDP, the World Health Organisation - WHO, the African Development Bank - AfDB
