Electoral Systems in Peace Processes

As an initial step toward establishing the value of election advice in peace process, this project will perform a desk study of electoral issues in three current peace processes: the Philippines, Sudan, and Sri Lanka. The desk study will focus on an analysis of system of representation options drawing upon work in the first part, but it will expand to include other electoral issues, such as electoral institutions and operational planning considerations. Each desk study will draw on recent historical analogies as appropriate to illuminate the issues in the current peace process; for example, the ethnic and geographical divisions in Afghanistan can be used to illustrate issues in Sudan. The system of representation issues addressed in the case studies will be distilled into general conclusions of use to policy makers.
