Report to the Storting on Policy Coherence for Development 2011 and 2012.
Norway’s 2nd report on Policy Coherence for Development, “Energy and Development” was presented by Heikki Eidsvoll Holmås, Minister for International Development, in a public debate on 9 October 2012. The report was submitted to the Storting (Norwegian Parliament) as part of the Ministry of Foreign Affairs budget proposal for 2013. The report discusses how coherent Norwegian policies that guide global investments in the energy sector are with regard to the goal of achieving growth, better governance and social progress in developing countries. Energy has been chosen as a subject because this is an area where Norway is a key investor in energy in many developing countries.

This is the Norwegian Government's first report to the Storting on the potential positive and negative impacts in developing countries of policies designed primarily to serve domestic Norwegian interests. The report is based on contributions from all government ministries.
