The E-vote 2011-project will procure and trial a platform for electronic voting in ten municipalities during the municipal og county elections in 2011. The project will also time procure and pilot a complete elections administrative support system in the same municipalities.
The municipalities Bodø, Bremanger, Hammerfest, Mandal, Radøy, Re, Sandnes, Tynset, Vefsn and Ålesund will be pilots for electronic voting during the municipal and county elections in 2011. This means that voters in these municipalities will have the opportunity to vote on the Internet from their homes. They may also vote with paper ballot in the pollig stations.
Electronic voting is a part of the elections administrative support system, which will help to increase the efficiency of the election work in the municipalities. The elections administrative support system will be tested by the pilot municipalities during the municipal and county election in 2011. The county of Møre og Romsdal will also test the elections administrative support system. The E-vote 2011-project plans to introduce the system in all municipalities in Norway in upcoming elections.
The E-vote 2011-project cooperates with the pilot municipalities in developing and testing the elections administrative support system. The cooperation also involves developing routines for implementation in the municipalities, and to provide training for election officers in the municipalities.
The 2011 trials will help provide the required experience upon which the Storting can base a decision on any introduction of large scale electronic voting in Norway, and the prospective timeframe for such an introduction.
The E-vote 2011-project has established reference groups to assist the project in developing the e-voting solution and procedures for implementation. Please see the project mandate for more information.
