The Government has decided to establish a commission to look into the attacks on the government offices and the island of Utøya on 22 July 2011. Prime Minister Jens Stoltenberg commented, “It is important to clarify all aspects of these attacks in order to learn from what has happened.”

The commission, which will be independent and have its own secretariat, will report to the Prime Minister.
Memorials and funerals
The Government has started preparations for a national memorial that will be held in Oslo for the nearest of kin to those who were killed in the attacks on the government offices and on Utøya. A memorial will also be held for affected government employees.
In addition, the Government has decided that the state will cover costs in connection with individual memorials and funerals. Travel expenses in connection with the national memorial event in Oslo will also be covered.
