Changes to regional measures in Viken

The infection levels in Viken county are falling, but some municipalities still have high infection levels. In accordance with recommendations from the Norwegian Directorate of Health, the Norwegian Institute of Public Health and the County Governor, the Norwegian Government has decided to change the level of measures for six municipalities in Viken. Regional measures will continue to apply to the other municipalities through Sunday 16 May. A new assessment will be made in one week.

Lillestrøm, Lørenskog, and Rælingen are moved from Level A measures to Level B from Thursday 6 May, provided that they introduce further local measures and coordinate these with each other and the City of Oslo. Ullensaker municipality will be moved from Level A measures to Level B effective from Monday 3 May. In the municipalities of Eidsvoll and Nannestad, the regional measures will be lifted on 3 May.

“The strict measures contribute to the continued reduction of infection levels in Viken. Even though the infection numbers remain high for municipalities bordering Eastern Oslo, the declining infection levels suggest that the four municipalities in Romerike that have had Level A measures since 16 May can be moved down to Level B, provided that Lillestrøm, Lørenskog, and Rælingen municipalities collaborate with the City of Oslo on the introduction of strong and coordinated measures in addition to the regional measures”, says Minister of Health and Care Services Bent Høie.

The Norwegian Directorate of Health, the Norwegian Institute of Public Health, the County Governor of Oslo and Viken, and the municipalities affected have been in close contact concerning the matter. Most of the municipalities support the recommendation.

Some municipalities should continue to have strict local measures in addition to Level B measures
The following municipalities are moved from Level A measures to Level B measures on Thursday 6 May at 12am:

  • Lillestrøm
  • Lørenskog
  • Rælingen

These municipalities will be required to coordinate amongst themselves and with the City of Oslo to introduce adequate local measures to reduce mobility and contact. Such measures will be in addition to the regional measures and must be based on the local and regional infection situation.

For these three municipalities, the Norwegian Institute of Public Health recommends the following local measures, which should also be coordinated with Oslo:

  • The closing of shopping centres or the closing of catering outlets in shopping centres, with increased monitoring and restrictions on maximum occupancy in shopping centres

  • Prohibition against food service indoors, but outdoor service is permitted at other locations

  • Attendance restrictions for events permitted under Level B measures (up to 50 people at funeral services, up to 10 people at religious and secular events).

The following municipality is moved from Level A measures to Level B measures on Monday 3 May at 12am:

  • Ullensaker

The following municipalities will continue with Level B measures:

  • Asker
  • Bærum
  • Drammen
  • Enebakk
  • Fredrikstad
  • Frogn
  • Halden
  • Indre Østfold
  • Lier
  • Moss
  • Nordre Follo
  • Råde
  • Sarpsborg
  • Vestby
  • Ås

The changes will be in effect for two weeks up to and including 16 May 2021, but the measures will be reassessed after one week.


In the municipalities of Eidsvoll and Nannestad, which currently follow Level B measures, the regional measures will be lifted on Monday 3 May 2021 at 12am.
