Further measures against individuals and companies whose actions threaten Ukraine’s territorial integrity

The Government decided today to expand the restrictive measures against those responsible for actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.  

‘Norway’s decision to adopt these additional restrictive measures will serve to consolidate and reinforce Europe’s response to Russia’s violations of international law. It is crucial that the international community is united in its response to Russia’s actions. In Norway’s view, Russia has a special responsibility to take steps to reduce existing tensions,’ said Minister of Foreign Affairs Børge Brende.  

The introduction of additional restrictive measures is in response to the Russian authorities’ actions towards Ukraine, which are in breach of international law and pose a serious and profound threat to European peace and stability. The new restrictive measures are part of a united international response to Russia’s violations of international law. The measures impose travel restrictions and asset freezes on a number of individuals and companies. A further 13 individuals and two companies are being added to the list of those subject to the restrictive measures. The list will then contain a total of 61 individuals plus the two companies Chernomorneftegaz and Feodosia.   

The additional measures will be implemented in Norwegian law by means of an amendment to the regulations on restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine. The amendment expands the criteria for who can be subject to asset freezes and travel restrictions. Individuals considered responsible for actively supporting or implementing actions or policies that undermine the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine, or who obstruct the work of international organisations in Ukraine, may now be added to the list. Companies in Crimea or Sevastopol whose ownership has been transferred contrary to Ukrainian law may also be added to the list. 

Today’s decision will implement the additional restrictive measures adopted by the EU on 12 May this year. The implementation of these measures in Norwegian law will bring Norwegian legislation in this area in line with that of the EU.

Any breach of the regulations may result in a fine or a prison sentence. The amended regulations will enter into force when they are officially published. The regulations will be published on Lovdata.no (Norwegian only).
