Johan L. Mowinckel’s Second Government was appointed by King Haakon VII in a session of the Council of State on 14 February 1928, effective as of 15 February 1928 at 12 noon. It succeded Christopher Hornsrud’s Government, which had seen a vote of no confidence in the Storting on its government declaration.
In a session of the Council of State on 8 May 1931, Johan L. Mowinckel's Second Government handed in its resignation, after having lost an industrial licence vote in the Storting. Permission to leave was granted by King Haakon VII in a session of the Council of State on 11 May 1931, effective as of 12 May 1931 at 2 p.m. At the same time, Peder Kolstad's Government was appointed, effective as of the same point of time.
