Otto B. Halvorsen’s First Government was appointed by King Haakon VII in a session of the Council of State on 19 June 1920, effective as of 12 noon the same day. It succeded Gunnar Knudsen’s Second Government, after this Government had lost a vote in the Storting on restrictive economic measures.
In a session of the Council of State on 18 June 1921, Otto B. Halvorsen's First Government handed in its resignation, after having lost a vote in the Storting on educational policy. Permission to leave was granted by King Haakon VII in a session of the Council of State on 21 June, effective as of 22 June 1921 at 12 noon. At the same time, Otto Blehr's Second Government was appointed, effective as of the same point of time.
