Sales and import of highly toxic and toxic chemicals for private use

Requirement related to restrictions of hazardous chemicals as well as requirements related to other products
Main requirements
It is prohibited to import for use by private chemicals that are classified according to CLP-regulation (EC) No 1272/2008 in the hazard classification and hazard category Carc. 1A, Carc. 1B, Muta. 1A, Muta. 1B, Repr. 1A, Repr. 1B, Acute Tox. 1, Acute Tox. 2, Acute Tox. 3, STOT RE 1 or STOT SE 1.
The prohibition does among others not apply to several chemicals for transport purposes, for energy facilities, and artistic use.
Anyone who wishes to sell chemicals as mentioned in the first paragraph to private persons must have permission from the Norwegian Environment Agency, and the user must document the needs via a requisition format signed by the police. Pharmacies are exempted from the authorisation requirement, but this provision does not apply to carcinogenic, harmful or reproductive toxicants regulated in the REACH Regulation Annex XVII entry 28-30
