Handling of explosives precursors

The regulation applies to the making available on the market and any kind of handling, including use, of substances defined as explosives precursors.
Economic operators who wants to introduce, produce, use, possess, trade or in any other way make available explosives precursors mentioned in Annex I of Regulation (EU) No 98/2013 or with a concentration of 16 % by weight of nitrogen in relation to ammonium nitrate or higher, must be registered in a Norwegian public register of enterprises (the Central Coordinating Register for Legal Entities or the Register of Business Enterprises). Enterprises based outside of Norway that are not registered in these registries, must be able to submit equivalent documentation from their country of origin.
A requirement of declaration in the national Product Register for enterprises that produce or introduce explosives precursors above the concentration limits in Annex I of Regulation (EU) No 98/2013. This applies irrespective of amount/from the first gram.
Other enterprises in the supply chain shall be registered in the "SamBas" register of the Norwegian Directorate for Civil Protection (DSB), including which explosives precursors they are placing on the market.
Requirements for secure storage of explosives precursors listed in Annex I and substances and mixtures with a concentration of 16 % by weight of nitrogen in relation to ammonium nitrate or higher.
Explosives precursors mentioned in Annex I of Regulation (EU) No 98/2013 or with a concentration of 16 % by weight of nitrogen in relation to ammonium nitrate or higher, shall not be made available to members of the general public. Only companies with a professional need may handle explosives precursors mentioned in Annex I.
In EU Regulation (EU) No 98/2013 has been repealed and replaced by Regulation (EU) No 2019/1148, which will be implemented in Norwegian legislation no later than the end of 2021.
