For companies in Category 2 the State’s goal as an owner is sustainable and the most efficient possible attainment of public policy goals.
The State's public policy goals vary between the companies, and are specified in Report to the Storting No. 6 (2022–2023). The companies in Category 2 do not primarily operate in competition with other companies.

The figures include domestic and foreign countries.
