Even if you are not a Norwegian citizen and do not live in Norway, you have the same right to free legal aid as a Norwegian living in Norway. The County Governor of Oslo and Akershus processes applications.

Conditions for receiving help with legal fees under the Norwegian legal aid scheme
- The applicant must satisfy the financial conditions for free legal aid. In cases where particularly extensive assistance is required, exceptions from income and asset limits may be granted.
- Objectively speaking, the case must be especially pressing for the applicant. This condition is generally fulfilled in child abduction cases.
- It must not be considered unreasonable for the assistance to be paid from public funds.
The abductor’s legal expenses are not normally covered under the Norwegian legal aid scheme, because it is generally considered unreasonable to pay the legal expenses of a child abductor from public funds.
