Norway’s initial offer in the negotiations on a Trade in Services Agreement – Tisa was submitted on 15 November 2013. It is an ambitious offer and it reflects Norway’s liberal regime for trade in services.
The initial offer is based on the hybrid approach agreed between Tisa participants, whereby commitments on national treatment – NT – are listed on a negative list basis and commitments to limit quantitative restrictions to market access – MA – are listed on a positive list basis.
The offer reflects the level of ambition that can be found in the most ambitious Free Trade Agreements – FTAs – covering trade in services that Norway has entered into.
