The Ministry of Local Government and Regional Development is responsible for working on legislation and administration in connection with the Local government Act, the Pilot Schemes in Public Administration Act, the Act relating to determining and changing municipal and county borders and the Intermunicipal Enterprises Act.

Local and county authorities have independent responsibilities to interpret regulations and make decisions, but the ministry is responsible for giving guidance to the local and county authorities with regard to how regulations are to be understood. Responsibility for providing guidance is delegated to the county governor. In essence therefore, enquiries regarding the regulations should be directed to the office of the county governor.
