Labour market policy is intended to provide a good supply of labour, reduce and prevent unemployment, prevent people from leaving the labour market and from being permanently excluded. Income security for people who are temporarily without earned income is also a part of the labour market policy.
The labour market policy shall contribute to a well-functioning labour market with good utilisation of the workforce. This means that employers get hold of the labour force that they need, and that employers and employees find each other quickly. Most people in Norway find work on their own. Nevertheless, there are many who have challenges in entering the labour market. Little work experience, weak Norwegian language skills, health problems and low formal qualifications can make it difficult to find a job. An important goal of the labour market policy is therefore to include vulnerable groups in the labour market and strengthen their opportunities to find or keep a job. Countering exclusion and discrimination and ensuring that people who need it have access to adapted work, is also a part of the labour market policy. The Ministry of Labour and Social Inclusion has the overall responsibility for the labour market policy, while the Labour and Welfare Administration (Nav) is responsible for the implementation.
