Qualification Program

The Qualification Program is one of five social services managed by the Nav-office aimed at helping individuals with significantly reduced work and income capacity to enter employment or activity.

The program targets individuals who have been out of the workforce for an extended period and need extra support and follow-up to return to work.

Work-Oriented Program

The Qualification Program is a full-time program that is individually tailored and work-oriented. It aims to help participants prepare for employment. The program may include:

  • State labor market measures
  • Municipal work training and employment measures
  • Motivation and coping training
  • Health care, rehabilitation, and personal activities

Those who meet the criteria have the right to participate in the program. The program usually lasts up to one year but can be extended to two years upon special consideration.

Right to Benefits

Participants in the Qualification Program are entitled to qualification benefits. This is a standardized benefit equivalent to 2,041 of the basic amount in the National Insurance Scheme. Individuals under 25 years old receive 2/3 of this amount. Additionally, child supplements may be provided. The benefit is taxed as employment income. Participants may also receive state housing support. The qualification benefit provides predictability and helps participants plan their finances over time.
