The Norwegian Coastal Administration is an agency of the Norwegian Ministry of Transport responsible for services related to maritime safety, maritime infrastructure, transport planning and efficiency, and emergency response to acute pollution.
The Norwegian Coastal Administration is both user financed and financed over the state budget. Tasks are assigned to the Norwegian Coastal Administration through the state budget and an annual allocation letter is received from the Norwegian Ministry.
The Norwegian Coastal Administration's most important tasks are:
- Development and maintenance of fairways and fishing ports
- Aids to navigation services
- Vessel Traffic Services
- Pilot services
- Reporting services and navigational warnings and services
- National preparedness against acute pollution
- Exercising maritime legislation
- Transport planning
- Port Facility Security (ISPS)
The main objective of the NCA is to ensure safe and efficient navigation in the fairways along the coast and into ports, as well as national preparedness for acute pollution.
The Norwegian Coastal Administration participates in coastal planning and exercises authority pursuant to the Harbour and Fairway Act and Pilotage Act, as well as parts of the Pollution Act, Svalbard Environmental Act, and Planning and Building Act.
In order to solve these national tasks, the Norwegian Coastal Administration cooperates widely with other public agencies that are responsible for safety, transport and preparedness in related areas. The Norwegian Coastal Administration also participates actively in international work in our areas of specialisation.
Our activities encompass the maritime sector of the National Transport Plan (NTP), as well as exercising authority and administrative tasks related to the laws and regulations for ports, fairways and compulsory pilotage.
