Objectives
The objective of the nuclear safety co-operation with Russia is to reduce the risk of nuclear accidents and pollution from nuclear facilities in northwestern Russia and to prevent radioactive and fissile material from falling into the wrong hands. The co-operation is also intended to assist in building up the Russian administrative and inspection authorities so that the need for funding from donor countries is gradually eliminated.
To achieve these objectives, the Government will ensure that all the work in this field
·- is based on a coherent approach and overall risk assessments

- focuses on project areas that are given high priority by the Russians themselves and internationally
- ·
- is carried out in accordance with Russian legislation and with international standards and guidelines
- ·
- uses environmental impact assessment as a tool for reducing the likelihood of accidents and adverse impacts on health, environment and safety
- ·
- is carried out under the auspices of the competent Russian nuclear authorities and is carried out in close dialogue with all relevant inspection authorities in Russia
- ·
- is co-ordinated with other donor countries to ensure an appropriate division of labour and efficient use of resources.
Information on the nuclear problems in northwestern Russia and on Norway’s efforts in this field will be provided through various channels, for example on the websites of the Ministry of Foreign Affairs and the Norwegian Radiation Protection Authority and in their publications. Support is also being given to NGOs for information activities in connection with nuclear safety.
