Concept note for Plenary Sessions and Working Groups

The objective of the dialogue meeting is to create an arena where different people and responsibilities engaged in the promotion of human rights in Indonesia can meet, discuss and further their agendas.

The presentations in the plenary sessions are meant to provide an overview of a topic relevant to the human rights dialog, as a background for the discussions and deliberations in the working groups.

The plenary presentations will provide food for thought for the working groups, where most of the discussion will take place.

The working groups are meant to be more intimate, smaller and more dialogue-friendly session where exchanges of experiences and views take place, with a view to propose possible activities to remedy the problems faced.

While each working group will be composed predominantly by people working in the same or related fields, we propose to include people of different backgrounds and experiences in each of the working groups. This to provide a setting for more challenging and open discussions, and for learning about the conditions, constraints and possibilities faced by others working to promote human rights.

In each working group there will be a moderator, discussants, a rapporteur and participants. The role of the moderator is to chair the working group and administer the allotted time. The role of the discussants is to provide brief introductions (5-10 minutes) in order to raise issues and concerns for debate, and to raise questions to animate the discussion.

We hope to be able to provide each working group with a set of written questions to guide and facilitate the discussion. These may be very concrete. Proposals for such questions are most welcome!

During each session, the moderator and/or the discussants may ask other participants provide inputs through sharing of their experiences or thoughts, in particular on the subjects raised by the questions guiding the working group’s discussion. All the participants are most knowledgeable, and represent a well of information and experience that should stimulate an open exchange of views.

The rapporteur should prepare the feedback (short summaries of major points) from the group discussions to the plenary.
